Kerala’s success in human development demonstrated that efficient functioning of government health care delivery system opens the doors of prosperity for the poor and vulnerable sections of the population.1-4 Better accessibility, appropriateness, effectiveness and efficiency of public health care system largely enhance its utilization by the population.5-7 If efficient, public health care system becomes a competitor for the private sector and competition from it serves as an important factor in determining the treatment cost even in private hospitals.Elimination of inefficiency also acts as a source of finance for the public health care system, as it is equivalent to a significant increase in the resource availability.
